Ladies/Gentlemen:

The Lebanon School District is seeking RFP Responses for Closed Circuit Television Equipment and Installation as per the enclosed specifications.  Your attention is directed to the enclosed General Conditions and Instructions, which govern the submission of your bid.  BIDDERS WILL BE EXPECTED TO MEET ALL RFP REQUIREMENTS so please review all documents and instructions carefully.

Sealed bids are to be submitted to Curtis O. Richards, Business Manager, Lebanon School District, 1000 South Eighth Street, Lebanon, PA 17042 until 9:00 am local time, Wednesday, May 2, 2018, at which time they will be publicly opened in the Lebanon School District Board Room.

Tentative plans call for the Lebanon School District Board of School Directors to take action to award a contract at its Regular Board Meeting on Monday, May 21, 2018.

Questions must be submitted in writing via email to Mr. Shawn Canady Chief Information Officer, scanady@lebanon.k12.pa.us           by 12:00 pm local time, Monday, April 23,  2018  The District will provide written responses to those questions deemed appropriate to all companies by close of business Thursday, April 26, 2018. Installation Location Drawings are available upon request.

The Lebanon School District has made arrangements for an initial walkthrough and Drawing Review for the CCTV RFP proposal.

NOTES:

The initial vendor meeting and walkthrough will be held on Thursday, April 19th, 2018 at 2:00 PM.   This meeting will be held at our Buildings and Grounds facility located at 1000S. 8th Street Lebanon Pa. (located directly across from our Administrative Office)

After an initial drawing review, a tour of the Northwest Elementary School Construction Site will be available.

Is this a prevailing wage Job?

The threshold for a prevailing wage requirement is a total project cost over $20,000.   If your RFP submission is over this threshold prevailing wage would apply.  The prevailing wage chart for this project may be found here.

Will you send me install location drawings?

Drawings have been sent to all vendors who have responded for more information to the RFP.   Please email Scanady@lebanon.k12.pa.us to receive a copy.

Will there be a site walk?

Thursday, April 19th, 2018 at 2:00 PM.

Can I bid only on the cameras since we sell OEM Hik cameras?

We would prefer one vendor for supply and installation as we are bidding this as a turn-key solution and are requiring the winning RFP to install, focus, and program the systems.

To clarify: the only “NO SUBSTITUTION” item on the RFP is the NVR (Exacq Series A). From a cybersecurity standpoint, our professional opinion is that HIK Vision is generally not a great avenue. Will you accept bids with apples to apples functionalities on the camera hardware?

The Lebanon School District is not opposed to an alternate camera.  I would need to see specifications that show comparable specifications and may request a demonstration/inspection of the proposed alternatives.

My company is planning to submit a bid on this RFP.  Per our understanding, the district will wire from the MDF/IDF to the camera location with Cat6 cable and the chosen vendor will not pull the cable.  Can you confirm this is correct?

This is an installation in new construction.   All install points will be prepared with the proper cabling.  The vendor will not need to pull cable.

Addendum to Question:  The Two Light Pole Installations will need cable run (internal to the pole) from camera mounting point to  Junction box at the base of the light pole.

In reference to why 3 switches?

Switches are specified for the MDF, IDF1, and IDF 2.   Each IDF will need a separate switch for cameras terminating at the distribution closet.

May I get the Fiber Specifications?

We spoke with Exacq today regarding the recorder.  They mentioned with 63 cameras on the unit, you’ll be exceeding their recommended capacity for the system since many of the cameras are 4MP.  They highly recommended moving up to the Z series NVRs to support future expansion and ensure a smooth operation.  

I wanted to bring this to your attention to see how you want to proceed.  We can quote for either but want to make sure we are quoting apples to apples with other vendors.

Please quote the original specification and add your recommendation as an upgrade or addon.  We are looking for the system to be correct and adjustments to our initial specifications to ensure a properly operating system will be considered in RFP evaluation.

HIK Vision DS-3E05xx-E Series 24 Port 1 Gig Unmanaged POE Switch is not SFP/ Fiber ready. Can the District please specify a switch that meets the technical requirements of the project?

Please specify the mounting height for the pole cameras in the parking lot.

In order to calculate the proper DVR storage capacity, please specify how many frames per second the District is recording each camera and for how many days of retention.

Frames per second – between 7 to 10 FPS

Initial Request was for 7 days, this has been increased to 30 days based on multiple vendor recommendations.

Can the District provide a set of drawings that clearly defines camera types at all locations?

We have marked up drawings that were available at walk through. Access to these drawings can be scheduled.

Please provide the manufacturer and model number of the pole that the cameras in the parking lot will be mounted upon.
